Ron Mycock: No. I will make that little announcement. By my calculations and my phone it’s 1:02 on Tuesday, May 22. I’m chairman Myc- … I’m sorry. Did I say Tuesday? Okay. Thursday, May 22. I’m Ronald Mycock, Chairman of the Board of Fire Commissioners, and I will open this meeting. Chief Olsen will not be here today. He is President of the EMS, and they have their annual meeting today. In addition, he is on bereavement leave for a couple of days.
I think I’m going to call … I was going to go out of order, but I think I hear people coming, so I’ll wait. I’m going to … I’ve got the minutes, we have a series of minutes that we need to do and catch up. This is Commissioner Field’s last official commissioner’s meeting after six years. On behalf of the District, I would like to thank you for all of your time and effort. Looking to … I’m going to interrupt myself here. It appears as if we have a member of the public that will be recording. Will you please identify yourself at the microphone? And that microphone needs to be turned on.

Ron Mycock: Thank you. As I said, was saying, we have a number of minutes to catch up on. Most are current. Because of the number of them, I did get them to the commissioners a couple a days ago so that they could review them for themselves and make corrections as needed. I’m going to start with the oldest, which would be …
Peter Field: I need to get my cards.
Ron Mycock: Pause for a second for Commissioner Field. Okay. We’re going to, first it came to my attention that we inadvertently, although these have been posted for a lengthy period of time, the minutes of November 21, 2013, were not approved but they’ve been there for a lengthy period of time. They also were the subject of a inquiry by one of our citizens, so I made a couple of small minor changes, which I did provide to each of you commissioners. I did not hear back if there would be any objections to them, but if there are none, I’d make a motion for the minutes of November 21, 2013, to be approved as revised.
Peter Field: I’ll second that.
Ron Mycock: All those in favor?
Peter Field: Aye.
Ron Mycock: All three commissioners voted, and at this point I should say Commissioner Nailor and Commissioner Field are here. I’m still trying to get used to the recording system for the people who produce our minutes. Okay, so that’s November.
The next ones that I’ll do, I’ll do the March open meeting. Excuse me, Ms. Kates, what are you doing?
Amy Kates: I’m just putting up my [inaudible 00:06:40].
Ron Mycock: Okay. Are you parked in a handicap spot again?
Amy Kates: No.
Ron Mycock: The March 20 minutes of our regular meeting that, again, have been posted since I think the day or day after of the minutes, I hear I did make a small correction in spelling in a name. Something was attributed to someone, the inappropriate person, but both of those were corrected and sent to you. With any, unless I hear a question or concern, I’d make a motion for the March 20, 2014 minutes to be approved as written.
Brenda Nailor: I’ll second that.
Ron Mycock: That was seconded by Commissioner Nailor. All those in favor?

Brenda Nailor: Aye.
Ron Mycock: Aye. Unanimous. Moving on to April’s minutes, April 17th’s minutes. Again, there was one minor correction. Michael Vinette’s name was misspelled, which does not surprise me. Other than that, unless I hear something, I would make a motion for the April 17, 2014, minutes to be approved as written.
Brenda Nailor: I second that motion.

Peter Field: Aye.
Ron Mycock: Aye.
Brenda Nailor: Aye.
Ron Mycock: It’s unanimous. Next are the executive session minutes that we had, we had three, although we posted numerous times for executive session for the Chief’s contract due to different personnel, people not being available at meetings, although we might have had a majority of the board, we wanted to have everyone involved, so we had three meetings plus an open meeting. We had a total of four meetings relative to the Chief’s contract. They dated, the first one was July 18, 2013, August 15, 2013, and December 19, 2013. Then I think it was last April 17.
Four meetings, and I’ll take the July 18, 2013, minutes executive session that, again, I supplied to everybody a few days ago. If I hear no comment, I would make a motion that the minutes of executive session of Thursday, July 18, 2013, be approved as written.
Peter Field: I second that.

Ron Mycock: Aye.

Ron Mycock: It’s unanimous. The next one would be the Thursday, August 15, 2013, executive session relative to the Chief’s contract. I’ll make a motion that they be accepted as written. Do I hear a second?

Ron Mycock: It’s unanimous. It’s certainly easier when I get it to people ahead of time. Again, December 19, 2013, minutes for the executive session relative to the Chief’s contract, unless I hear otherwise, I’d make a motion that the minutes be accepted as written. Do I hear a second?

Ron Mycock: Those are now available if anyone is interested. I don’t know if we’ll publish those. Maybe we’ll put them on the website. Who cares? Put them there. All those will be, we’ll get those on the website shortly. That, to the best of my knowledge, catches this board up with all approved minutes and executive sessions. Yes, Ms. Kates?
Amy Kates: April 17 was an open meeting and not an executive session?
Ron Mycock: Of this year?
Amy Kates: Yeah.
Ron Mycock: Yes.
Amy Kates: Okay, good. I wrote down April 17.
Ron Mycock: You were here.
Amy Kates: I was?
Ron Mycock: Yeah.
Amy Kates: But we haven’t approved that yet?
Ron Mycock: We approved it today.
Amy Kates: We approved December 19, August 15, and July 18.
Ron Mycock: Where is it?
Amy Kates: Oh yeah. It was open session. I wrote it down as an executive session. Sorry, I forgot.
Ron Mycock: All right. We will now have public comment. No public comment today. I’ll save my comment then. The Chief is, as I said, not here, so there’s no Chief’s report. Under old business, our budget has been submitted. I received an email and my fellow commissioners might have received emails, of proposed draft articles from the treasurer. I have to say, it’s very pleasant how he does business. I enjoy getting his stuff. For our upcoming meeting, our budget was essentially under a half a percent increase. Of course, there’s the looming contract negotiations that have been suspended until September. That’s where we stand on budget.
Full time personnel, Firefighter Emerson will be going to the State Academy in September. He was a former call firefighter that was hired. Our last few hires have come from the list, the county list, and they have all already been to the Academy, so no expense to the district. Ambulance 262, we have a warrant article to replace it in the district meeting. I’m sort of blowing through these, Commissioners, but they’re really more statements. If you have anything to say, just speak up. I think that does it under old business.
New business, Chief just wanted us to know he’s going to move his personnel around starting July 1, shift changes, different people with different people. Personally, I always think that’s a good thing. That’s really all we have today. There’s nothing else on the agenda, so there’s nothing else we can talk about. [inaudible 00:15:56] a motion, and once again, Commissioner Field, it’s been a pleasure.

Concern citizen, Barbara Trainor-Tessier requesting that minutes need to be accurate and complete

Concern citizen, Barbara Trainor-Tessier read letter dated March 18, 2013 to the Cotuit Board of Fire Commissioners and requested that the letter be placed in minutes. The March 18, 2013 letter from Ms. Trainor-Tessier stated “I would like you to know that I apologize for speaking out at the March 14th meeting. Ms Trainor-Tessier spoke about the history of “citizen complaints to various state or county agencies” by Ms. Trainor-Tessier and others. The letter concludes: Again, let me apologize for speaking without being recognized. “I do hope this never has to happen again as long as the Board remains upfront and honest with Cotuit Citizens”

Concern citizen, Barbara Trainor-Tessier requesting that Fire Commissioner meetings need to be completed throughout the year does not know how fire department work can be completed without fire commissioner meetings. Concerned citizen, Barbara Trainor-Tessier read letter, to be placed in meeting minutes. Concerned citizen, Barbara Trainor-Tessier questioning sick time and line of duty abuse.

Concern citizen, Amy Kates question the Fire Chief’s contract in particularly 15.3, requesting that part be removed. Requesting level funded contract. What education classes has the Fire Chief been taken since his hire date?

Concern citizen, Amy Kates stating that there have been legalities that have taken place and the district has been busy with lawsuits.

Fire Commissioner Field asking concern citizen, Amy Kates “what is your goal” “why are you trying to discredit our Fire Chief” “Do you have people working for you at the Fire Department, telling you information?” “Do you work there at that fire department? This is overwhelming as a board with personal attacks only from a few individuals. I am sorry.

Fire Commissioner Mycock stating, “Personally, I do not think that anybody can question the Chief’s work ethics”.

Fire Chief’s report:

Total of 56 incidents for the month of October 2013 The storm that we had gave us about fifty-one incidents.

Comstar report: 09-11-2013 – $26,761.25 earned for the of AUGUST

Sixty-two percent

Fire Commissioner Mycock requesting for a three-year summary report from comstar.

Ambulance 262 is starting to cost us in repairs

Engine 265 is slated to be replaced next fiscal year
Engine 263 has money for rehab

Fire Commissioner Mycock will send a letter to the Prudential Committee and Treasurer

Full time/Call Members:
Fire Fighter/ Paramedic Donna Fenner has retired from Cotuit Fire Department – would like to acknowledge a job well done and we all wish her well on her retirement years. Thank you!

Firefighter Erik Anderson was hired from the hiring list that we had established eight to nine months ago. FF Anderson comes to us from Mashpee Fire Department with five full time years of experience and State Fire Academy trained. Cotuit Fire Department would like to welcome FF Anderson.

Fire Commissioners need to start the process of union contract negotiations. Public comment and executive session.

Fire Commissioner Mycock request to establish a date for negotiations, looking to start December 3, 2013 Tuesday 1300hrs at Freedom Hall. Fire Commissioner Mycock will contact Prudential Committee Member Rick Barry.

Fire Fighter Shane Clark has graduated from the State Fire Academy; we would like to congratulate him on a job well done!

FF Peter Emerson will need to complete the State Fire Academy recruit class, looking for support to send FF Emerson in September 2014.

The Fire Chief is requesting to establish an explorer post from the BSA at Cotuit Fire Department. Which will be known as Cotuit Fire Department Explorer Post 263

The Cotuit Fire Fighters Association will help in this effort and support the Cotuit Fire Department Explorer Post 263.

Fire Commissioner Field made a comment on the safety of the explorers, Fire Chief stating that there is a policy and curriculum to follow from the Boy Scouts of America for Explorers that we will adhere to safety is part of that program.

Fire Commissioner Field requesting that we utilize the Explorers in such things for the district and department such as “T”shirt sales and other events throughout the district.

Fire Chief stating that he is involved in a program call “Camp Fully Involved” as well as Skills USA these programs are for young women and men to get involve with Firefighting, these programs are very similar to the explorers and in fact most of the young ladies that come to “Camp Fully Involved” are explorers. Our Explorers will get involved in all aspects of the fire department and hopefully someday compete in Skills USA Firefighting Competition.

Fire Commissioner Mycock is concerned with liabilities for the young explorers. Chief stating that this is a concern, however, the BSA has had this program in place for many years and the explorers fall under the Boy Scouts of America’s policies.

Chief stating when he judges the state and national level competitions for First Aid and CPR in Massachusetts and Kansas City each year, if not all, most of the young adults are explorers.

Fire Commissioner Mycock made a motion that the Cotuit Fire Department be allowed to Charter the Cotuit Fire Department Explorer Post 263, seconded by Fire Commissioner Field, motion carried.
Renovations will be completed to dinning hall in the near future.
Fire Commissioner Mycock stated that attempted Global mediation for the Pierce matters had failed.

Public comment:
Barbara Trainor-Tessier read a letter for the record. Going over how to keep minutes of each meeting. Same letter read at the last Fire Commissioner Meeting in November.

Fire Commissioner Nailor- Stating to the public that our Firefighters participated in a tremendous degree for fill the bus in the Town of Barnstable. FF Emerson, Daly and E. Anderson. More than two hundred toys were given on that day. Fire Commissioner Nailor and the entire Board of Fire Commissioners extending their appreciation to all who helped out.

Fire Chief’s report:

Activities: Total of 75 incidents for the month of November.

Comstar report given to the Board

Fire Commissioner Mycock requesting to do a comparison from years past, we may need to change the percentage. Need to have a break down of last five years.

Fire Commissioner Mycock requesting that the Fire Chief meet with comstar for possible changes to our account with Comstar.

Old Business:

A262 needs to be replaced, we lost the ability to transport and lost a dollar amount of $8,000.00 approximately do to maintenance and repairs. Each year this Ambulance is costing the district more money for repairs and revenue.
Fire Chief stating that this is a high priority to replace this ambulance.

Fire Commissioner Field asking if we know what we want and Fire Commissioner Mycock stating how long does it take for a new ambulance to be delivered.
Fire Chief stating that we have three quotes from three different ambulance venders and it will be about six months to delivery.
Fire Commissioner Field requests that it needs to be on the fast track to replace the old ambulance with a new ambulance.
Fire Commissioner Mycock asking the Fire Chief for his recommendation.
Fire Chief stating that the ambulance needs to be replaced as soon as we can, the repair bills will keep on accumulating.
Fire Commissioner Mycock stating that we need to communicate to the Prudential Committee and Treasurer our thoughts on requesting for a new ambulance.

Fire Commissioner Field stating that we should look into a leasing an ambulance.

Fire Commissioner Mycock asking the Fire Chief to start focusing what we need for an ambulance also what we need to present to the public.

Fire Commissioner Mycock will contact Prudential Committee Chairperson Barry for a special meeting to discuss the possibility of a new ambulance.

Full time/Call Firefighters: The new members of the Cotuit Fire Department come with experience.

Call department: almost a full strength looking to hire more. Looking to complete the call force at twelve to thirteen members.

Union Contract negotiation meeting started and half way through the contract. December 30, 2013 will be the next meeting. Hope to finish the contract next meeting, we will be asking for a date soon from the Union officers.

New Business: State Fire Academy – looking to send Fire Fighter Peter Emerson to the State Fire Academy, we will need to fund this at district meeting.

Dispatch: Three options: 1. Stay at COMMFD, 2. Go to the Sheriff Department 3. Barnstable County Wide Dispatch Center or 4. begin looking into a Town of Barnstable wide dispatch Center.

Fire Commissioner Mycock asking what do we pay for dispatching present time. The cost is $35,000.00/year

Fire Commissioner Mycock made a motion to go into executive session to discuss the Fire Chief’s Contract as it is in the best interest of the district, we will not come back into public session. Seconded by Nailor, motion carried.
